OCEAN was initially founded in 1994 as a collaborative and interdisciplinary network focusing on research by design in architecture and urban design. During the early period of OCEAN established its pioneering role in research-based experimental design and computational design through numerous projects, publications and exhibitions, as well as research-based teaching activities.

From 1998 to 2008 OCEAN operated as a experimental design practice under the name OCEAN NORTH. During this period the network developed numerous high-profile projects that feature in the collections of FRAC - Fonds Regional d'Art Contemporain in Orléans, France, and the Prints and Photographs Division of the Library of Congress in the United States. OCEAN NORTH works featured repeatedly at Venice and Beijing Architectural Biennales, as well as other high-profile venues.

During this 10 year period the association featured 25 active members and 14 honorary members and developed a significant research by  design and publication  portfolio.
